DNA commission of the International Society of Forensic Genetics: Recommendations on the interpretation of mixtures

The DNA commission of the International Society of Forensic Genetics (ISFG) was convened at the 21st congress of the International Society for Forensic Genetics held between 13 and 17 September in the Azores, Portugal. The purpose of the group was to agree on guidelines to encourage best practice that can be universally applied to assist with mixture interpretation. In addition the commission was tasked to provide guidance on low copy number (LCN) reporting. Our discussions have highlighted a significant need for continuing education and research into this area. We have attempted to present a consensus from experts but to be practical we do not claim to have conveyed a clear vision in every respect in this difficult subject. For this reason, we propose to allow a period of time for feedback and reflection by the scientific community. Then the DNA commission will meet again to consider further recommendations.     

论规制市场监管者应遵循的法律原则

按照权力分工或者权力划分理论,政府作为国家管理社会文化经济事务的公共代表,管理具有公共性社会事务,这是无庸置疑的。在我国政府管理与规范市场的活动中,就市场资格、市场运行、市场秩序、市场走向以及特定的市场交易行为过程而言,无论是专业市场还是一般交易市场,监管者的权力可以说是无所不在;但是,当监管者行使监管权力偏离法律的正当预期时,对监管者的规制就成为一项不可或缺而且艰巨的任务。     

K~+/Na~+比值与损伤时间的关系

本文使用原子吸收光谱法测定12只大鼠36个烧伤局部肌肉标本的 K~+/Na~+值,检测结果:生前60、 30、 15min 以及死后20min 肌肉标本的 K~+/Na~+值比对照组分别下降:69～94％(平均86％)、56～89％(平均77％)、47～82％(平均71％)、4～38％(平均27％),此结果经统计学处理,表明生前伤与死后伤的 K~+/Na~+比值的下降率有明显差异。同时发现生前损伤的各实验组随存活时间的延长,K~+/Na 比值的下降率有增加的倾向。笔者认为,此方法是烧伤时间推断的一种简便,可靠的方法,对法医学实践有一定实用价值。

运用现金比率法和收支差异法对我国地下经济和税收流失的规模进行测估,我国目前由于地下经济的存在而导致严重的税收流失,这提醒我们对税收的重点、税制改革的方向以及税制结构的调整等一系列问题,需要重新加以思考.     

Evaluating population structure of Ecuador for forensic STR markers

The continuous admixture events among Europeans, Native Americans, and Africans occurred differently throughout the Ecuadorian territory, creating a diversified genetic composition. Therefore, to evaluate how the genetic diversity is partitioned along the country for 15 STRs, 842 admixed-population samples were analyzed. We also evaluated the effect of applying an adjustment for population structure when estimating LRs using a national database. The results showed that to accurately assess forensic evidence, the use of a national database may be justified with the application of an appropriate adjustment for population structure.     

上、下尖牙髓腔/牙体表面积比值的年龄判定价值研究

目的通过三维重建测量上、下颌尖牙髓腔/牙体表面积比值(Pulp/Tooth area Ratio,PTR)来推断个体年龄,为临床年龄推断的应用提供科学依据。方法收集口腔门诊患者年龄在16~65岁200例锥形束CT(Cone beam computed tomography,CBCT)影像资料,以4个尖牙为测量对象并进行三维重建,测量各尖牙髓腔和牙体表面积,计算PTR值。应用SPSS17.0软件进行统计学分析,推导实际年龄的推断公式。结果Pearson相关分析显示上、下颌尖牙PTR值与实际年龄呈高度负相关(P<0.001,r值为-0.833~-0.891)。4个尖牙间的PTR值无显著差异(P>0.05)。男女性别间尖牙PTR值无显著差异(P>0.05)。尖牙PTR值(x)推断年龄公式为:年龄=84.42-222.22x,R²=0.739。结论检测尖牙的PTR值,可明显提高临床年龄推断的准确性。     

TrueAllele® Genotype Identification on DNA Mixtures Containing up to Five Unknown Contributors

Computer methods have been developed for mathematically interpreting mixed and low‐template DNA. The genotype modeling approach computationally separates out the contributors to a mixture, with uncertainty represented through probability. Comparison of inferred genotypes calculates a likelihood ratio (LR), which measures identification information. This study statistically examined the genotype modeling performance of Cybergenetics TrueAllele^® computer system. High‐ and low‐template DNA mixtures of known randomized composition containing 2, 3, 4, and 5 contributors were tested. Sensitivity, specificity, and reproducibility were established through LR quantification in each of these eight groups. Covariance analysis found LR behavior to be relatively invariant to DNA amount or contributor number. Analysis of variance found that consistent solutions were produced, once a sufficient number of contributors were considered. This study demonstrates the reliability of TrueAllele interpretation on complex DNA mixtures of representative casework composition. The results can help predict an information outcome for a DNA mixture analysis.
